Subject: [PATCH] openhpi: use serial-tests config needed by ptest

ptest needs buildtest-TESTS and runtest-TESTS targets.

serial-tests is required to generate those targets.

Upstream-Status: Inappropriate [default automake behavior incompatible with ptest]
